Quebec launched its first invitations under the new Skilled Worker Selection Program

On July 22, 2025, the Quebec Ministry of Immigration, Francisation et Integration (MIFI) published the results of the 75th invitation round in Quebec’s online system Arrima.

The first Arrima draws of the year were conducted on July 17, 2025.

MIFI invited 216 candidates under Stream 1 (Highly qualified and specialized skills) and 22 candidates under Stream 4 (Exceptional talent), with priority given to French-speaking candidates currently residing in Quebec who possess local work experience or education, particularly in regions facing labour shortages.

Last year, Quebec invited 24,144 candidates through the regular Arrima draws.

Ottawa conducted the third Express Entry draw for healthcare and social workers

On July 22, 2025, Immigration, Refugees and Citizenship Canada (IRCC) held the third occupation-specific Express Entry draw of the year for candidates working in healthcare and social services occupations.

In round #357, IRCC issued 4,000 Invitations to Apply (ITA), and the cut-off score was 475 points (29 points lower than the last draw). The tie-breaking rule for this round was March 13, 2025, at 13:08:29 UTC. As of July 20, 2025, 256,914 profiles were registered in the Express Entry pool.

This year, Canada issued 49,403 ITAs in 27 Express Entry draws.

IRCC plans mandatory language testing for key International Mobility Program work permits by 2027

Immigration, Refugees and Citizenship Canada (IRCC) has proposed regulatory amendments to introduce mandatory third-party language proficiency testing for certain International Mobility Program work permit applicants.

The initiative, outlined in IRCC's 2025-2027 Forward Regulatory Plan, aims to enhance reliability and efficiency in language assessment while ensuring only candidates positioned for successful integration receive permits.

While businesses may experience a reduced candidate pool, officials anticipate improved workforce integration, stronger economic outcomes, and higher retention rates as language-proficient workers can more effectively transition to permanent residency.

Ottawa targeted PNP candidates in the new Express Entry draw0

On July 21, 2025, Immigration, Refugees and Citizenship Canada (IRCC) held a new Express Entry draw #356.

The Government of Canada issued 356 Invitations to Apply (ITA) for the Provincial Nominee Program (PNP) candidates in this draw.

This round’s cut-off score was 788 points, 38 points more than the previous PNP-targeted draw.

The tie-breaking rule for this round was June 05, 2025, at 23:50:45 UTC. As of July 20, 2025, 256,914 profiles were registered in the Express Entry pool. In 2025, the Government of Canada invited 45,403 Express Entry candidates, including 6,053 PNP candidates.
