On January 3, 2024, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) implemented several measures to bolster French-speaking immigration.
As of June 2023, all applicants under the Regular Skilled Worker Program (RSWP) must declare a spoken French proficiency of level 7 or higher according to the Québec scale.
However, persons with a job offer outside the Communauté métropolitaine de Montréal (CMM) could temporarily apply without declaring French level.
As of 2024, all individuals with an outside-CMM job offer must declare a level 7 or higher French proficiency. Employers are encouraged to verify candidates' French levels before initiating a job offer process.
