LMIA Work Permits in Winnipeg: What Employers and Foreign Workers Need to Know
15th, Sep 2025
Immigration, Refugees and Citizenship Canada (IRCC) has announced significant updates to the study permit guidelines for students destined for Quebec.
As of September 12, 2025, these changes clarify Quebec Acceptance Certificate (CAQ) requirements and introduce a new section on Provincial Attestation Letter (PAL) requirements.
The updates also refine exemption criteria and CAQ renewal procedures, ensuring international students have more explicit guidance on authorization requirements. These modifications aim to streamline the application process and reduce confusion between CAQ and PAL requirements.
