The Federal Government of Canada may reconsider capping the number of international students to enter the country, as it has caused "explosive growth" in rental markets and costs.
Housing and Infrastructure Minister Sean Fraser said that the study permit program is a temporary resident program, unlike permanent resident immigration programs, and is driven by demand.
This program's growth is happening in concentrated regions of Canada, putting significant pressure on the job market and even more so on the housing market.
Fraser suggests that the Federal Government should consider capping the number of international students allowed to enter Canada annually.

On August 22, 2023, the Government of Canada announced that Sudanese who were denied asylum or protection between August 23, 2022, and August 22, 2023, may qualify for a pre-removal risk assessment (PRRA).
The Canada Border Services Agency will contact eligible individuals about applying for a PRRA if they face an enforceable removal order. Generally, refugees and PRRA applicants must wait 12 months before reapplying if their claim was rejected, abandoned, or withdrawn.
However, worsening conditions in Sudan may put some individuals at risk if they return, so some Sudanese are exempt from the 12-month rule depending on their refugee claim decision.
After August 22, 2023, Sudanese who receive a final negative decision must wait 12 months before applying for a PRRA.

In early 2020, COVID-19 outbreaks among migrant farm workers caused produce sections of Canadian grocery stores to become increasingly empty.
The workers are hired through Canada’s Temporary Foreign Worker Program, which has been accused of abuse due to unsafe workplaces and living conditions.
The program will be altered in September with a new initiative, Recognized Employer Pilot, to reduce the administrative burden on employers with the highest worker protection level.
The pilot will last three years and help prevent workplace and living conditions from deteriorating.
The power imbalance between employers and workers is the root of the problem, which is caused by employer-specific work permits and the tenuous immigration status of workers.
