Three additional Canadian provinces have begun issuing Provincial Attestation Letters (PALs) to international students seeking study permits.
As of January 22, 2024, Immigration, Refugees and Citizenship Canada (IRCC) mandates provinces to issue PALs in line with their allocated study permit caps for 2024.
New Brunswick, Saskatchewan, and Newfoundland and Labrador join British Columbia, Quebec, Alberta, and Manitoba to implement PAL systems.
Other provinces and territories must start issuing letters by March 31. Details for Ontario, Nova Scotia, Prince Edward Island, and Northwest Territories are still pending.

On March 19, 2024, British Columbia announced updates to the British Columbia Provincial Nominee Program (BC PNP), effective January 2025.
The updates aim to create clearer pathways for international workers and better outcomes.
A detailed summary will be available in late 2024, and the criteria will be in the BC PNP Skills Immigration Program Guide in January 2025.
The updates will ensure nominees contribute to British Columbia’s economy and are less susceptible to immigration system misuse.
Targeted invitations will continue for priority occupations like healthcare, construction, and early childhood education.

The New Brunswick Provincial Nominee Program (NBPNP) has released an important update for the candidates of the New Brunswick Strategic Initiative Stream.
Applicants who have submitted an Expression of Interest (EOI) before March 12, 2024, are encouraged to withdraw their applications and submit a new one.
All applicants should note that any EOI submitted before this date will not be considered. The New Brunswick Strategic Initiative Stream aims to welcome French-speaking foreign nationals who possess the necessary skills, education, and work experience to contribute to New Brunswick’s economy.

Effective March 14, the Saskatchewan Immigrant Nominee Program (SINP) updated the Entrepreneur category of the program.
Key changes include a new minimum language requirement of Canadian Language Benchmark (CLB) level 5; mandatory exploratory visits to Saskatchewan lasting at least five calendar days;
extended operation period requiring businesses to operate for 12 months before applying for nomination; restrictions to nominee-to-nominee business successions;
new residency requirements for applicants and their families within 50 kilometres of their business; and mandatory in-person interviews for all applicants, with no interpretation services allowed.
