On February 17, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced that the number of refugees that sponsorship agreement holders (SAHs) have increased to 13,500 in 2023.
Since introducing a cap in 2012, this figure has skyrocketed tenfold, with 12,150 additional spaces for SAHs. With the additional cap spaces, new SAHs can get their operations up and running while existing organizations can further expand.
SAHs cover all aspects of a sponsorship project, from identifying refugees in need to submitting applications on their behalf and providing them with essential support when they arrive.

This letter of support was the last requirement for a community designation application in this program,
which provides foreign nationals with an alternate pathway to immigration other than through a labour market impact assessment (LIMA), given they have gained employment from one of the employers accepted into the program.
The Rural Renewal Stream initiative is a pilot project that enables designated organizations from local communities to select qualified businesses for participation.
