Quebec announced new instructions for study permit applicants

On July 7, 2023, the Government of Quebec announced new instructions for study permit applicants.

As of March 15, 2023, the Ministere de l’Immigration, de la Francisation et de l’Integration (MIFI) stopped issuing the paper Quebec Acceptance Certificate (CAQ) for temporary selection studies.

Currently, the MIFI provides a letter attesting to the issuance of the CAQ for studies (letter 715 or 315) in the online file, replacing the old CAQ.

The new instructions clarify that the paper CAQ and confirmation letters (705, 733, 300 and 310) issued before March 15, 2023, are still valid until their expiry date.

Former deputy minister of immigration calls on the government to provide more paths to permanent residency for temporary foreign worker

Canada needs more pathways to permanent residency for temporary foreign workers, according to Naomi Alboim, a senior policy fellow at Toronto Metropolitan University and former deputy minister of immigration.

Alboim suggests including foreign workers in a permanent system for occupations with a real need and dependency on temporary foreign workers.

According to the latest reports from Statistics Canada, there were 465,350 foreign nationals with work permits through the International Mobility Program (IMP) in Canada in 2022.

As of April 30, 249,060 foreign workers have been admitted through the program in the first four months of this year, and the IMP is expected to close the year with an even higher number.

Immigration Minister announced Canada’s new Tech Talent Strategy

On June 27, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), launched Canada's first-ever Tech Talent Strategy at Collision 2023.

The strategy aims to help businesses in Canada compete by attracting highly skilled workers in in-demand occupations and promoting Canada as a destination for digital nomads.

The strategy includes creating an open work permit stream for H-1B visa holders, expanding the Innovation Stream under the International Mobility Program, improving the Start-up Visa Program, and increasing spots for applicants.

The government will prioritize applications supported by venture capital, angel investor groups, and business incubators. The goal is to attract the skills and business talent needed to create jobs for the future.

The Government of Canada announced a new policy to help foreign workers enhance their skills

On June 27, 2023, Canada introduced a new temporary measure that allows temporary foreign workers without a study permit to pursue longer study programs.

This measure allows foreign workers to pursue additional training and education to enhance their careers and future job prospects.

The measure applies to those who hold a valid work permit or have applied to renew their work permit on or before June 7, 2023 and are authorized to work. Under this new measure, foreign workers can study full-time or part-time without restrictions on the length of the program until the policy expires, which is three years.
