IRCC modernizes DNA testing procedures: New guidelines enhance citizenship and immigration processes

Immigration, Refugees and Citizenship Canada (IRCC) has comprehensively updated its DNA testing framework, effective September 5, 2025.

the revised guidelines now feature separate processes for citizenship and immigration applications, introducing virtual witnessing capabilities at select IOM offices worldwide.

Key improvements include standardized results documentation in the Global Case Management System (GCMS), clear protocols for handling positive or negative test outcomes, and enhanced procedural fairness measures when applicants decline testing.

These changes aim to streamline genetic relationship verification while maintaining testing as a voluntary, last-resort option.

Canada’s refugee claims in 2025: India leads in the first half of the year

Recent Immigration, Refugees and Citizenship Canada (IRCC) data reveal diverse immigration patterns in the first half of 2025, with India leading at 9,770 claims, followed by Mexico (7,410) and Haiti (6,320).

The geographic distribution shows Ontario bearing the heaviest burden with 5,075 claims, while British Columbia (2,050), Quebec (1,745), Alberta (670), and Manitoba (125) experience varying pressures.

Municipal reports indicate persistent shelter shortages and insufficient long-term family placements across provinces.

Smaller regions, in particular, struggle with rapid influxes, citing inadequate infrastructure and funding to scale essential services, including healthcare, education, and housing systems, to meet growing demands.

Ontario Immigrant Nominee Program enforces integrity with over $500,000 in penalties for rule violations

The Ontario Ministry of Labour, Immigration, Training and Skills Development has imposed $509,100 in penalties against 77 legal representatives and employers for violations within the Ontario Immigrant Nominee Program since 2018.

This enforcement action targets a rapidly expanding immigration pathway that has grown from 6,000 to 21,500 allocated spots in six years.

Following a critical Auditor General report highlighting integrity concerns, authorities have sanctioned 21 immigration consultants, 55 employers, and one lawyer for providing misleading information or failing to ensure application accuracy.

The program, which offers nine immigration streams, serves as a crucial provincial selection mechanism for permanent residency candidates.
