Confirmation of Permanent Residence holders can already enter Canada
On June 21, 2021, the Government of Canada announced an allowance for foreign nationals who hold a valid Confirmation of Permanent Residence (COPR) to travel to Canada.
Individuals whose COPR has expired should not travel to Canada until they get a new COPR from Immigration,
Refugees and Citizenship Canada (IRCC). A COPR’s validity lasts for up to one year.
Since many applicants could not travel to Canada before their COPRs expired due to the travel restrictions,
IRCC will reissue them a new valid COPR. There are around 23,000 COPR holders who have not been able to travel to Canada since March 2020,
when the government of Canada imposed travel restrictions.

Canada will welcome more refugees in 2021
On June 18, 2021, the Government of Canada announced 3 new initiatives to offer asylum to more people, welcome more refugees through new channels, and support them through community sponsorship.
Refugee claimants can apply for asylum through Economic Mobility Pathways Pilot, Private Sponsorship of Refugees Program, and Protected persons Canada pathways. In 2021, almost 17,900 protected persons received permanent residency in Canada.
This year, the Government increased the quota for protected persons from 23,500 to 45,000, which allows the country to welcome more asylum seekers.

Quebec held a draw under the Refugees Abroad Program
On June 9, 2021, the Quebec Ministry of Immigration (MIFI) held a random draw under the Program for Refugees Abroad (Collective sponsorship) for the 2020-2021 period.
750 eligible applications submitted between April 6 and May 5, 2021, were randomly drawn from among the 1546 requests.
Spokespersons of the groups of 2 to 5 individuals whose application was selected, were contacted via their Arrima account, on June 16, 2021.
The draw was held under the supervision of the auditing firm Raymond Chabot Grant Thornton as well as in the presence of two witnesses to ensure the transparency of the process.

Canada introduced new updates regarding the study or work permit applications processed outside of Canada
On June 16, 2021, the Government of Canada introduced instructions for foreign nationals who are physically in Canada with temporary resident status but have received a letter of introduction (LOI) on their study or work permit application that was processed outside of Canada.
Due to COVID-19 travel restrictions. Applicants who can’t leave or re-enter Canada to present their LOI for the examination can request the document issuance from within Canada using the IRCC Web form.
The pilot process extended until August 31, 2021, and also applicable for foreign nationals who received the LOI under International Experience Canada (IEC).
