The Canadian Prime Minister, Justin Trudeau, has committed to working with the province of Quebec to attract more French-speaking immigrants as the province braces itself for a significant rise
in immigration this year to make up for the losses during the Covid-19 epidemic. Trudeau's backing for immigration to the French-speaking province comes as it prepares to accept 71,275 new
permanent residents this year, far more than the 50,285 who arrived in the province last year. If the government reaches its goal, Quebec would receive a 41.7 percent boost in immigration –
which it hopes will be a one-time occurrence to compensate for the decline in immigration to the province in 2020.

The Canadian government is considering changes to the Express Entry system that would enable the immigration minister to propose candidates based on an economic goal.
IRCC will carry out targeted draws aimed at selecting those in the queue with certain language abilities or healthcare skills who are most likely to contribute to Canada's economic and social
development. The Canadian Government is currently discussing the modifications. On May 19, Immigration, Refugees and Citizenship Canada's (IRCC) Director-General Philip Somogyvari
delivered the proposed changes to the Standing Committee on Immigration and Citizenship.

Until the epidemic, the Canadian government sought to complete the majority of Express Entry immigration applications within six months. However, because of the outbreak, applicants have
had to wait considerably longer. Non-Canadian Experience Class (CEC) Express Entry applicants are waiting an average of over 20 months for Immigration, Refugees and Citizenship Canada
(IRCC) to complete their permanent residency applications. Fortunately, IRCC has now stated that it will soon be able to process most new Express Entry applications within six months. This
change will become effective once IRCC resumes issuing Express Entry invitations to Federal Skilled Worker Program (FSWP), CEC, and Federal Skilled Trades Program (FSTP) candidates in early July.

On May 24, 2022, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced the new International Mobility Program Plus (IMP+) for Quebec-selected skilled
workers. It is a new open work permit option for foreign nationals selected by the province who reside overseas or in a province other than Quebec. Until the Federal Government and Quebec
signed the agreement, work permit applications from Quebec Selection Certificate (CSQ) holders outside Quebec will be processed under R205(a). Foreign nationals cannot apply for an open work
permit under this category at entry.
