Ontario will require Temporary Help Agencies and recruiters to be licensed by January 2024.
This addresses the issue of temporary foreign workers being exploited, with some being paid less than minimum wage and not receiving fundamental employment rights.
Approximately 2,300 placement agencies and temporary help business locations in Ontario employed about 114,000 full-time employees last year.
However, the sector is known for exploitation, and ministry inspections found $4.2 million in unpaid wages for over 10,000 employees in 2020-2021.
