Conservatives say Canadians deserve one law for everyone after Liberals voted down Bill C-220, a private member’s bill from Conservative immigration critic Michelle Rempel Garner.

The bill would have barred judges from reducing sentences on the grounds that a convicted offender might face immigration consequences.

Rempel Garner argued the change is needed after court rulings allowed immigration status to be weighed at sentencing, which Conservatives call a two-tier justice system.

She pointed to cases where non-citizens received lighter outcomes for sexual assault, voyeurism and drug offences. Conservatives urged tougher sentencing and “safe streets” reforms and said victims are left without equal justice.
