The Canada Border Services Agency (CBSA) has laid multiple criminal charges against a Montreal man following an investigation into the alleged production of counterfeit Canadian identity and immigration documents.

The investigation began after CBSA officers at Mirabel International Airport seized 250 blank cards resembling Canadian permanent resident cards and 250 corresponding holograms in March 2024.

A subsequent search of a residence north of Montreal uncovered forged identity documents containing false biographical information as well as equipment and materials allegedly used to manufacture counterfeit documents.

CBSA says the seized documents included fraudulent Canadian permanent resident cards and a Canadian passport. The accused faces charges under the Customs Act and the Criminal Code, including making false identification documents, possessing identity information to create false documents, and fraud against the Government of Canada.

CBSA noted that forged documents can facilitate identity theft, fraud, organized crime and immigration-related offences. The charges were announced on September 9, 2026.
