Immigration, Refugees and Citizenship Canada (IRCC) has updated its program delivery instructions regarding study permits for specific scholarship and exchange recipients.
Effective April 1, 2026, participants in the Emerging Leaders in the Americas Program (ELAP) and the Study in Canada Scholarships will receive their official scholarship letters directly from their receiving Canadian designated learning institution (DLI).
These programs, which typically facilitate four- to six-month stays for vocational, undergraduate, and graduate students, remain funded and administered by Global Affairs Canada.
This administrative change aims to streamline the documentation process for international students arriving for short-term research or study components at Canadian colleges and universities.
