On March 27, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced that the Government of Canada was working on a new economic pathway under the Economic Mobility Pathways Pilot (EMPP)

to bring more skilled refugees and displaced people start their careers in Canada and help employers fill labour shortages in their businesses.

The EMPP connects highly skilled refugees and qualified displaced people with Canadian businesses facing labour shortages in essential occupations.
