Immigration, Refugees and Citizenship Canada (IRCC) has proposed regulatory amendments to introduce mandatory third-party language proficiency testing for certain International Mobility Program work permit applicants.
The initiative, outlined in IRCC's 2025-2027 Forward Regulatory Plan, aims to enhance reliability and efficiency in language assessment while ensuring only candidates positioned for successful integration receive permits.
While businesses may experience a reduced candidate pool, officials anticipate improved workforce integration, stronger economic outcomes, and higher retention rates as language-proficient workers can more effectively transition to permanent residency.
